Andrew was born in Tunica, Mississippi on August 29, 1967. He attended Emory University (BA 1989) and University of Georgia (JD 1992). While at Emory, Andrew was active in many civic organizations, a member of the Sigma Chi Fraternity and a Gardener B. Allan Scholarship recipient. At the University of Georgia, he participated in various civic and was a member of Phi Delta Phi.

Since graduation from law school, Andrew has engaged in an active civil law practice in Tunica County, Mississippi and the surrounding counties. Andrew primary practice areas are: governmental law and representation; real estate; business law; wills, probate and estate planning; and general litigation.

Andrew is a member of The Mississippi Bar and State Bar of Georgia. He has served on the executive committees for the Gaming Law Section of the Mississippi Bar and the Government Law Section of the Mississippi Bar. Additionally, Andrew has served as an officer of both sections, currently serving as Chairman of both the Gaming Law Section and Government Law Section for the Mississippi Bar. He is also a member of the Real Property Section of the Mississippi Bar. He is a past president of the Mississippi Association of County Board Attorneys (President 2008) and currently serves as a Trustee for the Association.

Dulaney Law Firm, LLP its attorneys and staff promotes small town values. In addition to the active state wide legal positions that Andrew has devoted time to, he is active civically as well. He is an active Rotarian and a past president of the Tunica Rotary Club. He is active in Scouting and serves as a Den Leader for the local Cub Scout Pack. He is a member of the Tunica Academy Board of Directors, its executive committee and is in his third year as its Treasurer. He has served on various committees at the Tunica United Methodist Church and currently is in his third year as Chairman of the Administrative Council. He has taught an adult Sunday school class for several years until his recent “retirement” to teach the combined 1st, 2nd and 3rd grade Sunday School class.

Andrew is an approved attorney for First American Title Insurance Company. His real estate practice includes closings ranging from simple residential lot purchases to large complex casino financings. With regard to wills and estate planning, Andrew has been involved on the front end of estates with experience ranging from planning an estate and coordinating the implementation of the estate plan, to helping administrator many estates. He has handled contested and uncontested estate proceedings. One of the latest contested estate proceeding ended with a favorable ruling for Andrew’s client by the Mississippi Court of Appeals.

Andrew is married to the former Laura Lynn Wenzel. They reside in near downtown Tunica with their three children.
